I am slightly confused about the timing of this announcement as well. Maybe an NDA ran out and was a good opportunity came to push their stock up a bit without giving away the details

The hardware design is finalized. If I had to guess: Sony attempted to use their inhouse algorithms for their IR camera based eye tracking and wasn't getting the overall reliability they wanted
So they started asking Tobii for help
